Microsoft released Windows 7 in six editions: Starter, Home Basic, Home Premium, Pro, Enterprise and Ultimate. Here, I am going to discuss Windows 7 Starter that is available only for Netbooks. It’s not available for PCs. It has limited features as compared to other editions of Windows 7.

According to the license agreement, the product keys for retail edition of XP can only be used on one PC, but the ones for VOL edition can be supplied for more PCs to use. Second, there is another important difference, the retail edition of XP needs to activate, yet VOLs don’t have this concept totally. The following editions of Windows XP are: Media Center 2002/2004 (Media Center application only)/2005. There will be also serial key listed for each Edition/Service Pack. The first method to find the Windows XP product key is to use a key finder program. For this method to work, you need to install your copy of Windows on your computer using a stock key. Once Windows boots, you can follow the instructions below. This build is based on Windows XP Home Edition. It installs it first and then like Media Center / Tablet PC during installation it installs several Starter Components. It is a locked down version of Windows XP, means no more then 3 programs, no Luna Theme and locked down Explorer options. The Starter Edition comes with either Service Pack 2 or Service Pack 3, but installs the same components.

Before starting the installation, you need to create a Windows 7 Starter bootable USB flash drive. I have discussed below the methods you can use in this context. Select any of them and create a bootable USB Flash drive.
Create Bootable USB Via Windows USB/DVD Download Tool
Here, I am using the easiest way first of all. Any newbie can use it to create a bootable USB instantly. Follow the instructions below.
- If you want to download Win 7 Starter for your Netbook, you can download it by using the “Windows USB/DVD Download” tool. It’s available on Microsoft’s official site. Click Hereto download this tool.
- Attach a USB that has at least 4GB storage with your Netbook.
- Download Windows 7 Starter ISO from the above section. The ISO image contains all the necessary files.
- Now, right-click to the “Windows USB/DVD Download” tool and select “Run.”
- When it’s open, look for the “Source File” box. Type the path of the ISO image file or use “Browse” to locate the ISO.
- Now, select “Next” to proceed.
- Click the option “USB Device” and select “Begin Copying” here. The tool will start converting the ISO image into a bootable “.exe” file.
- Within a couple of minutes, your bootable USB flash drive is ready. Now, go to the USB flash drive and double-click the “Setup.exe” file to start the installation process.
Method # 2: Use RUFUS to Create Bootable USB Flash Drive
For this purpose, use a third-party tool, Rufus. It’s a 100% working and handy tool. You don’t need to follow a long set of instructions. Just download the tool and follow a few clicks. The tool will convert the ISO image into an executable file. Follow the instructions below.
- Download Rufus.
- Connect your pen drive with a PC.
- To create a Windows bootdisk for Windows 7 or XP, select “NTFS” from the drop-down menu.
- Here, you will see a button that is similar to a DVD drive. It’s located the checkbox “Create Bootable Disk Using.” Select this option.
- Select Windows 7 Starter ISO file.
- Click “Start” and Rufus will start converting the ISO image into executable files.
- Within a couple of minutes, your bootable USB drive is ready.
- Connect it with Netbook and restart it to start the installation process.
Method # 3: Create Bootable USB Flash Drive Via Command Prompt

- Open Command Prompt from the Start menu. (Press Shift + F10 to launch Command Prompt.)
- Now, type a few commands here and press the “Enter” key every time.
- DISKPART
- LIST DISK
- SEL DIS 1 (Type here the number where you have saved Windows 7 Starter ISO file instead of 1)
- CLEAN
- CREATE PARTITION PRIMARY SIZE=102400 (You can select your desired size)
- FORMAT FS=NTFS LABEL=”WINDOWS 7”
- ACTIVE
- EXIT
- Now, select “Install Now” to a particular drive you have created.
Installation Guide
- Reboot the Netbook and select “Boot from USB.”
- The system starts loading files. On the Settings page, set your desired language, time and currency format.
- Also set Keyboard or input method and select “Next” from here.
- Now, click the option “Install Now” to start the installation process.
- Select “I Accept the License Terms” from Terms and Conditions page and click “Next.”
- Now, you see two installation options: Custom and Upgrade. Select “Custom” from here if you want to install a fresh copy of Windows. It will delete your current settings and data. If you want to upgrade only, select “Upgrade.”
- Now, select a disk drive where you want to install Windows 7 Starter.
- The system starts copying the files, then the file expanding and installation process starts.
- Wait until the installation reaches 100%. The system will restart multiple times. Don’t interrupt the process by pressing any key.
- Now, add the product key in the given boxes.
- Finally, set the Network connection.
- That’s it. Your Windows 7 Starter is ready to use.
Windows 7 Starter Features
Windows Defender protects your data from malicious software and hackers. It protects your browsing and online communication.
Setting a network is easier due to the Network Wizard in it. It’s easy to set an official and home network by using the network tutorial.
Navigation through the programs and apps is easier now. You don’t need to close a program to switch to another app now. Without closing, switch from one to multiple apps in no time.
Startup, restart, sleep, shutdown and hibernate are faster now. You don’t need to wait for a long time to perform these tasks.
Windows Firewall ensures secure downloading and uploading. Your data is out of the access to unauthorized people. You can browse the internet safely.
Windows 7 Starter has quick settings wizard for Printer and Scanner to facilitate its users.
Windows 7 Starter Limitations
Microsoft has released this edition as an entry-level version. That’s why; it doesn’t have lots of features. Here are the limitations of this edition.
You can’t personalize it. You can’t customize the background, Windows color, theme, and style. Even the sound pattern isn’t customizable.
Windows Media Center is not a part of Windows 7 Starter. It facilitates you to record, rewind, watch or forward the TV programs.
It doesn’t support DVD playback, multi-monitor, and Aero Glass feature.
Due to the lack of Remote Media Streaming, you can’t stream audios and videos from a remote computer.
You can’t open multiple programs. It allows you to open only three apps at a time. Other editions of Windows 7 allow you to open more than three programs.
In short, it’s recommended for Netbooks. That’s why; it has a limited number of features for users. Even Microsoft doesn’t recommend it for PC and Laptops. It’s only used for small Netbooks.
I have managed to figure out how to fix this error (at least on VirtualBox), so if anyone else has the exact same error you can do this to fix it.The solution is to change the value Installed in HKLMSYSTEMWPAStarter from 1 to 0
But don't try to change it manually, the OS BSODs after a few seconds, and even if you manage to get a .reg file with this fix on the VM it will show an error. So you need to modify it while the VM is offline.
There are 3 ways to do it:
The first one involves installing WinMount and mounting it from there
The second one involves adding the Starter disk image to another VM
The third one involves mounting the Starter disk image using Disk Management, but it only works if you have a VDI disk image.
I will show the method that uses WinMount
1. Download WinMount from the following links:

2. Install it
3. Open WinMount
4. From the top bar choose 'Mount File'
5. Navigate to your disk image location
6. Click on Continue The Trial
7. Uncheck the 'Read only' check box IMPORTANT!
8. Click on Yes on the engrish message, if it appears
10. Go to the SYSTEM hive then click File, then 'load registry hive' or something like that, since I have polish Windows
11. Navigate to Z:WindowsSystem32Config
12. Choose SYSTEM file
13. In the box that appears type in the name that the loaded registry hive will have
14. Navigate to the newly loaded registry hive
15. Navigate to WPA
16. Navigate to Starter
17. Change the value of Installed from 1 to 0
18. Go to the root of the mounted registry hive
19. Go to file and choose 'unmount registry hive' (the option under the option to mount a registry hive)
20. Close regedit
21. Go back to WinMount

22. Choose Umount all
23. Uninstall WinMount if desired
24. Boot the VM
And there you go! Now you have a working Windows XP Starter VM in VirtualBox. Enjoy.
